I believe that you would need first some netherwart, and then a golden carrot.

It is pretty easy to get these items.First you need a water bottle, 1 nether wart, and a golden carrot. You put you water bottle/s in the brewing stand then brew the nether warts into the water bottles, then add thes golden carrot (carrot surrounded by gold nuggets). You can also add gunpowder/sulfur to make it a splash potion.
