Is this graphics card good or not?

NVidia GeForce GT 730 2GB,
Is it better than Intel HD 2500?
Will it run GTA 5 low settings good?
How will it run Minecraft and Battlefield 3?

Will I be able to play 4k videos?

Better than the HD 2500. Not good for playing games. The GT 730 doesn't even meet the "minimum" system requirements for GTA V so I would expect low and likely unplayable frame rates. BF3 probably on low is okay. Good for 4k videos.
