I know it is a budget graphics card but how will it do for games like minecraft or league of legends? (on a scale of 1-10)

Games like battlefield 4 it will play very bad
Those the games nothing else? Fine for Minecraft and acceptable for the other one.
The HD 5450 can handle quite a bit of gameplay, but nothing cranked. I had a HD 5450 1024gb before my current card, from Saphire(Or if I can clearly remember). It handled Fallout 3, Source Games, Minecraft, Borderlands. I'd rate the card about a 5. But I only paid $20 for it and it went a long way.
It won't play on highest settings, or high settings if that on modern games. But it can certain do a lot of things a low end card may not, however these series of cards are designed for media PCs and offices -- or at-least mine was, it came with a smaller I/O bracket.
If you're going to buy it I suggest you save up for a better card, if there's no choice then the card will do fine for a while, but may not do everything you're looking for in PC gaming.
The new $150 GTX 750Ti just came out, and the GPU your suggesting would never suffice. I had an ATI 6250, which is better than that 5450, and I couldn't play minecraft.
