If I want a 2nd Minecraft account do I have to pay for it?

I want to get another Minecraft account but do I have to go out and buy another one of those cards with code on it?

Yes, when you buy Minecraft you're not buying the game but a premium account. As it is a new account then it will need to be upgraded to premium meaning paying for it again.
