I built this thing way above my house, just to plant trees and whatnot. I laid down the floor which is oak planks, then laid dirt over the planks and it's just been normal dirt for like 2 days now. Do they ever become grassy?

Dirt turns to grass by spreading. From a place where there's grass, start building a staircase out of dirt to the platform. Eventually grass reaches the platform. Other option is to use any tool with a Silk Touch enchant to grass. Instead of dirt, you get the actual grass block and you can plant it to your platform.
