What my question really is can it run at smooth 60 fps on fullscreen, because i recently bought a laptop with only 2 gigs of ram. On my other pc it runs just fine, but my other pc has 16 gigs of ram.

Yes you can play Minecraft with 2GB of RAM but it can't do much better than 30fps and sometimes getting lag spikes.
