Iv got a big minecraft town and would think it would look great it snow could lay all over it. Is this possible now or in the near future.

Just make a bunch of snow golems, they leave a snow trail wherever they walk, if you have a server, there should be mods that let you spawn them in

Take snow blocks and go to a crafting bench and make slabs with them, you will get 16 snow "panels" and those are like the snow that falls when it "rains" in a tundra, they also stack on top of each other up to 16 to make a full block so you could technically have 12/16 of a snow block… Etc.
