Added (1). If this is not the best choice could you guy give me a idea? But it has to be no bigger then 400.00.

NO NO NO STOP DON't GET THAT!

real that's a terrible pc

Well… That depends on what processor you have and if you plan on installing a graphics card. The Radeon HD4200 is onboard/built in graphics and not a graphics card. So, gaming is out of the question for now.
You can install any software that pleases you.

Seems Geek in Training knows what he's talking about. Also, Dragon requires a huge amount of memory and $400 isn't likely to get you a gaming computer, even refurbished. Whatever you decide on, if you want to do gaming, be sure it is a "gaming" computer and if you want to use Dragon, check out the memory it uses because it gulps it. Also, Dragon 12 is not compatible with Windows 8. You will need to purchase Dragon 14.

Dragon NaturallySpeaking is now version 12.51. It got updated two days ago.

It is fully compatible with Windows 8 and 8.1. It works fine on Windows XP (32 bit only), and it needs at least 1 G of RAM to install, but it runs better with 2 and faster with 4. If you are running 64 bit of Windows, then it uses as much RAM as you throw it in. Am running Intel i7 with 24 G of RAM and it runs very quickly. (I'm using Dragon Medical).

I have tested Dragon NaturallySpeaking 11 on Windows 8 and it ran fine.

The computer that you are referring to may be very slow, as we don't know what CPU it has. However, its graphic card is quite "dated" if I can say that. Another person is right, it's a built in graphic on a mother board, not a stand alone card.
