Both. It's like WoW or even Facebook - there are millions of users, but it stopped growing and is on a plateau with a very long, slow decline.

It is still very popular, i used to play it but i kinda grew out of it in the last year or two, i think it is mainly for people aged 7-12 if your older than that i would transition on to some more complex games
