Can you play Minecraft pc?

On ecertified HP Silver 15.6" Pavilion 15-Ab173Cl Laptop PC with Intel Core i7-5500U Processor, 12GB Memory, Touchscreen, 1TB Hard Drive and Windows 10 Home I have been looking a good computer for my daughter to play Minecraft pc with on a cheap budget! And I wanted to know was this a good computer to play on

Yes, more than enough.

It will play as HD 5500 with a slight improvement by the dual core i7.
It is not a cheap budget laptop for playing Minecraft.
You can get higher performance in gaming at a lower price. The Pavillons are not HP Premium.
Touchscreen on a clamshell design laptop is generally a waste of money, and 12GB is no better than 8GB.
I see $500 on a "recertified" which in volume for Walmart means there were a large number of failure systems repaired. They say "remarketed". The reviews show flaws in the system such as "out of focus screen", Touchscreen not working, Static in the speakers. Stopped working after 10 days. Cracked shell. The warranty is not listed. It seems to be taking a chance at what you get.

The i5 on battery runs the stronger HD 520 over the HD 5500, so the acer on battery is stronger gaming than the HP plugged into AC power. On AC Power, the GT 940M blows away the HD 5500

I think at minimum you should look more.
That laptop is not especially impressive at new condition, and refurbs are risky.
