I'm really thinking about buying it for the PC because I've been playing Xbox version and want a better experience now. But My laptops are not brand new so it's gonna suck if I pay for the game and find the game is way too slow and laughy to enjoy it. So if that's the case I want to know if I would be able to get a refund

So long as your PC meets the bare minimum requirements your likely not to get a refund. Best way is to get the demo first and see how it plays on your laptop before you purchase.
