So my old account had lots of dlc and games like minecraft, halo, call of duty etc. But it was my brothers account and he went to the marines and came back and forgot about the account so I made a new account resetting everything I rightfully paid for and cause its a new account I can't play the games because of the xbox stores and I need help spent so much money.
Can I transfer a old profiles license to a new account on same xbox?

No. Licenses can't be transferred between profiles.
They can be transferred between consoles, but they only ever stay with the account that purchased them.
