I really dislike the compact desktops since unless an expensive gaming version, they are really cheap laptop equivalents and cores and clock speed of a cpu does not designate its performance.
You are asking whether the cheapest computers that can be called a new computer can play an old game that should be playable on any computer that can still be called a computer regardless of its performance.
I think you are referring to an overpriced AXC-704-EB51 DT.SZJAA.001
Intel Pentium N3700 Quad-core 1.60 GHz
4GB laptop ram and a 1TB HDD
Let's compare it to a clearance laptop at Best Buy

A8-6410 which performs less than a laptop i3-4030U
CPU:

Pentium N3700 @ 1.60GHz score 1824
A8-6410 APU2513
38% faster CPU
The Brasswell Intel HD Graphics is not taken seriously and the A8-6410 is a little below an HD 4400 but can cleanly state the desktop does not have better graphics processing than the laptop.
They both offer 4GB RAM and a 1TB HDD
The laptop integrates the keyboard and a touchpad where the desktop gives a cheap external keyboard and mouse. They both have wireless, but generally the laptop wireless is better featured. The laptop includes a 15.6" display and battery.
Therefore, with a $270 on the laptop, the Acer is worth less than $200 for what it offers.
Even with 8GB RAM at $5 a GB, that is an extra $20 worth of ram.
Avoid buying trash PCs. It is no more upgradable than a laptop.
All new computers play Minecraft at some setting or another, but hard to estimate a trash desktop in any gaming. Don't buy it. Might as well buy a laptop. You can do better at $400.
I don't know where you are shopping or what country.
