Which of these computers is best?

I will be using the computer for internet use, some 3d games (Minecraft, Civ V, tf2) and that's pretty much it.

Assuming by your usage and specs you provided for both pc. You are not so into this kind of stuff
and you are gonna use either of them for long time, so let me help you
First both the specs are unbalanced and have unbalanced power for the money, high RAM with mid range CPUs and no graphic card is the waste of power(RAM) and won't handle the future applications and 3d games and won't survive for long, with list you provided
so here is the mix recommendation for you

it may slightly extend your money budget but you won't gonna have any problem(slow) for long time
or if you just want to go with your specs go for Comp#2.
