It dosn't exist on the entire internet and isn't available on the official forge downloads.

From what I understand when the last big update came out it pretty much broke the code for modding for Forge and Modloader. Until they get newer versions complete modding on Minecraft isn't possible. Mods only work for 1.6.4. Or lower.
