I would recommend the following a build with the following baseline specs-
>4GB of RAM @1333Mhz or better
4th Gen i3 or 2nd Gen or better i5 [Quad core models] from Intel or 8350 from AMD should be more than adequate for gaming
660 or better from Nvidia's camp or a 7870 from AMD's camp will be more than adequate
If you are getting a refurb, check the following-
> Atleast a years worth of warranty
> Non generic PSU. The unbranded ones never work anywhere even close to what they are rated at and can bring down a full rig if pushed, effectively killing everything inside. A PSU from someone like Corsair, Seasonic, XFX, EVGA, CoolerMaster or Thermaltake are actually tested for their ratings.
> Run the following tests-
1) Sector Test for the HDD using HDTune
2) Prime95 for the CPU + RAM
3) Memtest+ for the RAM
4) Furmark/ intensive game for the GPU
If the computer crashes in any of these tests or the tests simply fail, its a red light. Run these tests for a minimum of 2 hours each [I normally recommend running them for 24 hours or more]
To be honest, I recommend seeing this video. Since you have not given us a budget nor region from where you are, if the parts from this video fall into your budget, you should be more than covered for a good performance for a long period of time. You may have to build it yourself unless you can get the local computer guy/ store from where you get it to make it for you-
