What is the bare minimum I can use to build a PC?

I'm trying to spend about 110-140 on it. I'm hoping to play skyrim, gmod, and minecraft on it.

This is the gpu I'm getting. Which is a good, cheap processor and mobo to go with it?

If you are wanting to build a whole pc for that price, then well… No, won't happen. And that gpu will not play any of those titles you listed.

This is me being nice…
1. Don't do drugs
2. Actually think.

You will need about $800 to get a good gaming pc, the graphics card alone will cost $200 or more. For the bare minimum, a $600 gaming pc. But a $600 gaming pc would give you lag on newer games, remember windows alone costs about $100, so that will use up all of your money.

That budget won't get you gaming material maybe like 300~500 would run a some good games and those new amd kaveri apu might be useful but i'm not completley sure.

For any game(s) you want to play check out the specs of the game first, then the hardware of the machine to see if they match:
EXAMPLE…
Skyrim Specs: (Video Graphics is where most machines fail the test)
You Do need a machine that meets these requirements for Skyrim.
Recommended
•Windows 7/Vista/XP PC (32 or 64 bit)
•Quad-core Intel or AMD CPU processor
•4GB System RAM
•6GB free HDD (Hard disk drive) space
•DirectX 9.0c compatible NVIDIA or AMD ATI video card with 1GB of RAM: Nvidia GeForce GTX 260 or higher; ATI Radeon HD 4890 or higher
•DirectX compatible sound card
•Internet access for Steam activation

Motherboard: something with the 990FX chipset
CPU: AMD FX 6000 or 8000 series

Look around for your graphics card for better deals. I just purchased a 6570 with 2 gigs RAM for $35 after rebate from Micro Center. The 6570 performs substantially better than the 6450 Take a look at the following cards:
