I was on a server today and had recently changed my skin however I could not see it. To me, I was Steve but to others I was the skin I'd actually uploaded to my Mojang account. Why is this happening and can I fix it?

Probably some sort of a glitch/bug, which means basically no fix. You could try remove the skin and restarting the account but I doubt it'll help. Sorry.
