So, when you use the same MC account on a different computer, and download a skin on it, will it ONLY be on that computer? I know saved worlds and texture packs don't transfer (unless you save it on some kind of drive or whatever) so I was wondering if it's the same case for skins?

Skins are uploaded to http://minecraft.net/...et/profile assuming you've purchased a Minecraft account and aren't using a cracked launcher. Because skins are hosted by Minecraft's website and stored on your profile, your chosen skin will be displayed regardless of the computer you use provided you've logged into your account.
Texture packs and save files are the exception as they're never uploaded to your profile and downloaded on any other computers you use.
