Whenever i try to change my minecraft skin, it says "Your skin has been changed! It will take a couple of seconds for it to update." but when i go on minecraft, it's not changed. I'm not steve, i'm just in my old skin. I've tried relogging into minecraft, waiting, looking for the skin file in my "versions" folder, everything.

Yeah, Minecraft, if you read the messages on your launcher, said they would be working with the skin system, and it would not be reliable/functional until January 22nd. There are probably still some glitches in the system.
