Why won't my minecraft server work for people outside my network?

I'm using a virgin Median super hub 2 router and I have followed every step of online walkthroughs, everything works great until I have to put my ip into the server.properties folder and then it just wouldn t work. People on the same internet as me could join but not anybody on a different internet connect.
