Why can't people connect to my Minecraft server? - 1

So i set up a Minecraft server I can connect just fine but other people can't. I port forwarded. Sometimes my IPV4 address changes between 192.168.1? And 192.168.1.(different number) is that the problem? There aren't any other ports running on my router (I have a Belikn btw) If anybody knows what the problem or want to see the error message the IP is
69.65.214.65 (not sure if:25565 is needed just try with and without) I've tried taking down the firewall to. I hope someone can help.

Added (1). I'm in windows 7 64 bit if thats important

Added (2). oh i closed my firewall again sorry i left that out

You just posted your public ip address, port forwarded and even disabled your firewall?
/facepalm… Kids really are stupid…

but when port forwarding you need to set your local network ip address for the port you are opening.
if your local ip is 192.168.1.1, you need to port forward to 192.168.1.1 and that port forward will ONLY work to 192.168.1.1.
if yours keeps changing, then you will want to set up a static IP on your local network as to avoid this issue.

but remember, port forwarding is basically leaving your front door OPEN (not just unlocked). Anyone with your address can enter. And w/o a good hardware AND software firewalls, its quite easy to gain access to your computer remotely.

First, TURN ON your firewall. Just open the required ports. You just invited every hacker in the world to attack your machine. You should set all your TCP/IP configuration manually, it should NEVER change while connected to the same router, so something is wrong there. You need to set it to the same subnet as the router, but outside its' DHCP pool of addresses. Then you need to find out what was causing the change before. Is you router wireless? Is it secured? If not that would indicate your problem could have been caused by outsiders stealing your bandwidth.
