Why can't I be an OP in my own MINECRAFT Server?

I've tried to open up my files, then going into my op folder and adding my name.
Every time I start up my server after I do that ( type my name in the op list ) AND save it, it disappears.
This is making it so I can't use my whitelist function and or change gamemodes. I would greatly appreciate it if someone would help me!

On your server console, try doing /op [your name]. If this doesn't work, then the server is having trouble saving files, and I recommend deleting all the files and re-downloading them.
