Why Can't I set my mode to gamemode 1 on my own MineCraft server?

I checked my ops, and in it, I put /gamemode 1 Chaos1217 and STILL nothing happened.

I do /gamemode (s, c, a) not sure if that makes a difference

Also have you tried entering it into the server console instead, could be a permission problem, so doing commands in the server console is best as it will ALWAYS have permissions.

/gm 1 or even /survival works, you don't need to put your name in at the end
