Can I start a minecraft server on a network I don't own? I can start the server but my friends can't join it when they enter my IP:25565 I'm at a public university and when I enter the default gateway into the internet browser and it does nothing.

No, you can't use the computer at the University to start a minecraft server. Do that at home at your own computer and buy your own server platform.
