My minecraft server Isn't working. IP problems?

Okay so I was making a minecraft server and my IP isn't working, obviously the localhost works but for even me and others the IP won't work. I get this;
Java.net.connectException: Connection Refused: no further information:
Help would be appreciated!

Have you assigned any IP in the server.properties file, if you have try leaving it blank, and what IP are you trying to connect to because i would recommend getting a dynamic one from somewhere called no-ip, i use them for my servers and its easy and reliable
