Minecraft Server Failed To Bind To Port?

I'm trying to make a Minecraft VANILLA (NOT Bukkit) server with Hamachi. At first it runs fine, but when I put my hamachi address in the properties file and then open the server, it says FAILED TO BIND TO PORT and Perhaps another server is running on that port

First of all, I do not use hamachi but I have had that problem on my non-hamachi server. Basically you need to get a static IP address (if you don't already have one) and you need to port forward. The website, www.portforward.com, should have all the information you need.
