Minecraft 1.7.2 Bukkit server problem?

I have a minecraft 1.7.2 bukkit server (ip= 192.168.1.171) but whenever someone tries to join besides me, it says the request timed out. The whitelist is OFF. Please put a detailed answer ion how to fix it. Please.

EDIT: 192.168.1.171 looks like a private ip. Your friend needs to connect to your public ip.

Go here to get your public ip and send it to your friend http://www.whatismyip.com/

If it still doesn't work then you may need to do some port forwarding as shown below.

Have you port forwarded the ports required by bukkit?

Go to this website http://portforward.com/english/routers/port_forwarding/routerindex.htm

Then select your modem brand, model. Then click on 'Minecraft Server' and it will tell you have to portforward minecraft server.
