I downloaded the update for minecraft 1.7.4 server and when i opened it the only file that poped up was logs and that java window didn't pop up ether. How can i fix his?

Each Minecraft server you use has to be entered into Java's Control Panel (Security Tab) exception list. Go to this site: http://www.java.com/...locked.xml scroll down to workaround (halfway down the page).
