Is it wise to prepare Minecraft multiplayer maps offline for community hubs and lobby?

Added (1). Lets say a planned server costs a lot i.e. $100 per month. Is it possible and would it make sense technically to create hubs and lobbies on a single player map?

The goal being to save money.

I want to know pitfalls, if any. I think the preparation for hubs and lobbies could take 4 months as they are to be designed for a School.

Village would be a main feature, community farm (a lot of teaching in that area), each School house would have a hub and each designed differently.

Currently i'm working on a server with friends. We're paying for it but not much, about $10 per month. But if you are doing it by yourself then yes, single-player.
