I have a NETGEAR router and my IP is 192.168.1.1. I go to port forwarding/port triggering and is claims that there's no services. So, i click on add custom service and i type in all my info and my internal IP which is 192.168.1.22. Now, i press apply and it brings me up to a screen that says "the specified port you are trying to use is being used by other configurations". Then i look down and i see that the computer that i'm using is using that port. What do i do to make a Minecraft server?

So change configurations. YOu can move anything to any port you like.
192.168.1.1 is a default ip, perhaps you connect directly to your routers page and discover your true ip
