How to put Spawn Egg ID in Command Block Minecraft?

I'm trying to make an XP store on my minecraft server. It all works out, except it doesn't recognize what I'm trying to put in, a Witch Spawn Egg. Its ID is 383:66 but command block says it doesn't recognize it. What are the words I can put in so it will work? Or what i'm saying is what is the substitute for 383:66 and other spawn eggs?

The format is '/give <PLAYERNAME> 383 <AMOUNT> <ENTITY ID>'. So you want '/give <player name or @p> 383 <amount> 66'
