I know how to make a LAN world as well as toggle my survival/creative settings, but I want to make a world that my friends and I can play on where I'm sort of an admin/moderator player (i.e. Have access to commands like /gamemode and /spawn). I think you just make yourself the only admin but i don't know for sure. Only the admins has access to that stuff on our server

Just turn the cheats off when you make the LAN server. You still should be able to use them, if you're the one that made it.
