I'm looking to build a pc for Minecraft and maybe a couple other servers. When i host the server on my gaming pc AND play minecraft on the same pc, it gets really laggy with Vechs maps and sethbling maps. Basically the ones that have tons of mobs. The computer will do nothing but run the server, which i will connect to with my gaming pc. My question is, would a Radeon HD 6450 be enough. Does the graphics card even matter in a server like this?

You don't need a good graphics card for minecraft. Be sure you have a really good processor and lots of RAM though. To run a server, a graphics card doesn't matter, but you do need a lot of ram and a really good processor.

But your video card is crud, so I would suggest if you can get like an NVIDIA GTX 650 ti, they're around $100 - $150. The GTX 650 ti is what I have and I run Battlefield 3, Borderlands 2, Bioshock Infinite, Crysis 3, Just Cause 2, GTA IV, and Dead Space over 60 FPS. And Minecraft I can run it at 400 FPS. I would suggest upgrading your card if you have the extra cash.
Next you'll need LOTS of RAM. Minecraft is preset to use 1 GB of RAM, but if you have the extra RAM, you can bump it up to 2, 3, 4. It will speed Minecraft up a lot in multiplayer, and in single player, I got 50 more FPS. Just FYI, I have 8GB of DDR3 Kingston Ripjaws.
And I know this is kinda obvious, but you will need a good internet speed, which that could be the problem as well.
You didn't explain to me what processor you have, but from what I can infer from your graphics card, it doesn't do well. If you have LGA1150 type motherboard, I would recommend getting a Intel Core I5 4300k processor, that is what I have and it works like a charm.
And you'll need to have at least a 430 watt PSU, to power your PC.
