Can a company legally ignore over charges?

Shockbyte, a Minecraft server hosting company has been overcharging me, I noticed this a couple months ago, (I pay once a month) they make me pay my month and then suspend my services saying I did not pay this month forcing me to pay again in order to keep my services.

I told them I was being overcharged, here is what they said "After reviewing your incident here, we see that you are listed for an overpayment refund. We apologize that this is taking such a long time, I have prioritized this ticket for the billing manager. He will issue a refund as we had mentioned in your previous tickets."

It has been way over a month recently I decided to make a ticket they said they have been really busy but I do not believe them if they have time to say they are busy they could have refunded me… Can they legally ignore the overcharges and not refund me? Is there anything I can do?

Not really a lot you can do. It may not be hosted in the states, for one. The chances that it's being run by a broke teenager is excellent and is why you're not getting your money. They don't have it.

If you're over 18, you could try to sue in small claims but it's going to cost money tracking them down, going to their state to sue, etc.

Issue a chargeback through your bank.

They will eventually pay, you can sue if you feel it's worth the time & effort & costs to get paid quicker.
