Yes. But do not play on the server on the laptop use some other computer it will likely overheat. And make sure if you want to be safe put a fan blowing on the laptop!

For a minecraft server you need a decent amount of ram (around 4gb + ) and a decent cpu but what really matters is your internet connection.
