Anyone have a minecraft server that will let me be admin or co owner or mod?

I know of a server where, if one invests their time in the server, they will eventually let them be a mod, it takes a while (6 months~ 1 year) to get to that point, but it is a well established server with a good community in which mod's have a good group of players to work with: the ip is empirelegacy.co.uk
