Since a week I use Fraps to record Video Games such as Minecraft or others, but I wanted to try with Paint.NET, but unfortunately it doesn't work. I activated the DWM option but nothing works. I was searching in the web for 2 hours now but no answer. Any help?

I guess you could try Bandicam. If you can upgrade to Windows 10 there's also the game bar (Windows key + G) which, I think, can also be used to record the desktop.

Have you tried Bandicam? It's great for recording Minecraft and I've never had issues with the speed of the video.
