Rebuy a game with purchase ID?

I'd like to rebuy Minecraft 'cause my last account was stolen. Can I rebuy it? I have its purchase ID on my history on PayPal. Can I rebuy it with the purchase ID? Is there a way?

Your purchase history has to be with the play store or where ever you bought the game with.
You can download again, but will have to create new account.
