I was wondering if minecraft was bought on a ps3 and down the road you could just transfer it onto the ps4.

No, you have to get the PS4 version.

They have different versions with different features. Maybe PS4 to Vita because they are supposed to be cross-play.

No you'll have to buy the PS4 version. I don't think the save file will transfer either, so you'll be starting over with a new world.

They haven't said either way if it's Cross-Buy with either the Vita or the PS4.
The game itself won't transfer, and there's no way to know (since Mojang isn't saying) if you'll be able to download the PS4 or Vita versions for free.
