WOuld I be able to get on my other Kindle and download minecraft again? I got it on Amazon Appstore. I don't want to buy it again, and for some reason it still has a price there.

Any Kindle book/app you bought previously at Amazon that is compatible with your new Kindle tablet can be re-downloaded if your new Kindle tablet is registered to the same Amazon account.
Register the tablet and let the Kindle connect to the net. Now go to the Manage Your Kindle page on Amazon (will require logging into the Amazon account), find the app in your list of previous Kindle purchases and to the right pick Deliver To… Then choose your new Kindle tablet. The app will be delivered over Wi-Fi.

The Amazon account is what owns the purchased ebooks and apps and the account owner can install them on subsequent compatible Kindle devices registered to the account.
