Go to the app store and download it, android or apple smartphones.
I'm not sure about windows smartphones.
Lastly, you can even download it from an apk website (android) for free, but it may be an older version.

I don't understand, minecraft should be in the appstore even if your phone isn't compatible by rhe OS version.
If Minecraft is not supported on your OS version then you can get it somewhere other than the appstore.
For example you may want to download IFunBox and download it online and install it from your computer FROM IFunBox.

I also try to download it! The last time i played it on samsung tab and i could easily find and donwload the pocket edition. I tried to find and download it on iphone or even ipad. Both do not give me the free poc. Edition.
