On traditional MCPE multiplayer servers, there's a limit of 5 players, but realms and PocketMine servers have higher limits. So it all depends on the servers they connect to

Yes multiple people can play together in minecraft pocket edition, As long as they have good connection and are within range up to 10 people can play together at once.
