On the pc versuon of minecraft, if i build enough small houses close together will villagers spawn?

I don't think so, but if you are on Creative Mode, you can just spawn villagers with the Villagers Egg.

No it will not happen villagers only spawn on their own village. But you can use a spawn eggs to spawn them or use world edit. You will have to go into creative to spawn them.
