Its not on peaceful, and i use no mods. The only way i can spawn them in is i have to use a spawner egg.

Are you on creative mode? Because only creative mode has spawn eggs

If you are ABSOLUTELY sure you are not on peaceful mode, it might help to do /gamerule doMobSpawning true
