I'm using minecraft 1.6.4 so that the mods are able to work but hen this happens, i've tried re-installing and it doesn't work, all the mods are 1.6.4 versions.

That mod loader no longer works with mods. Minecraft Forge is the new one. Http://files.minecraftforge.net/
