Which form of animation is the best for a beginner?

I'm comparing 2d vs 3d today. Which is better in terms of "learnability" vs. Time, practicality, and user friendliness.

Which do you think is the fastest for an average artist in terms of making his own 3-5 min. Short, 2D or 3D. This avg. Artist has good drawing skills, and can learn well.

I want to produce, or create a story. But I want to be able to put it into film. There are many instances in where animation can reach versus traditional film, budget cuts like a space setting. Of course, hiring an animation team can also be an option.

To those who have done animation or 3D, or both… What advice can you give for someone who is wanting to create? And by create, I mean the usual 3-5 min. Film just to tell a story.

There are mod users, like Gary's Mod or even Minecraft in where artists animate shows WEEKLY, how do they do this alone or with a group of friends? I'm curious to know…

Added (1). For 3D, why can't I just wear a green body suit against a green screen, do an action and just render it on a program with the mesh of my choice?

Well, I've never done a film and your total question covers much that maybe you could look to Google for more info. Two things though: Your update is called "matchmoving" and requires very sophisticated stuff to pull off. Maybe your "mods" are using 3d, I don't know. The thing about 3d animation that is a big plus - you make your model to character and save it. You "rig" it, which gives it a movable skeleton. Likely you will also rig the face, which gives you the ability to give it expressions. After you do those things the model is yours to use all the time. An animator can take that model and do a few minutes relatively quickly because all the hard work is already done, all the animator has to do is the motion part.
