Straight to the point, myself and two friends are looking to start up another server. We intend to run 1.13.2 and update the server as new versions are released. We've collectively run another server before, I believe on version 1.8.9 with the Pixelmon mod. We ran in to many host related issues, and while I won't name and bash the host I will go over a few. The support was consistently slow. The server was slow to the point of players being kicked at reaches of 25 players. We always, and I do mean always, had a tick lag in console of 4000 or higher as more players came online. We're looking to run things vanilla as is, with plugins to enhance server experiences. I want to state, cost is not a huge concern whatsoever. We're willing to shell out extra cash per month or quarter to ensure our players and staff are given good server experience and quality. With cost being little to no factor is our decision, we would like to know, objectively, what are the two-three highest quality host providers for Minecraft?
P.S. I asked this same thing on a MC Forums, but with no answers and under 20 views in 3 days I figured it was time to seek new avenues for my answers!
Added (1). Meant to fix this, but when I say price is not a huge concern I truly mean it is no concern at all. We want the highest quality provider for a host available, and will spend the needed amount to obtain that.
