Is there a mod that let's you set locations where only ops are aloud to break and build, I've heard of worldguard, but am not sure if you can't set locations. Are there any better ones than worldguard?

In the next update and the snapshot you can put it on adventure mode and have tools that can break certain blocks don't ro member the command of hand but you can look at antvenom captainsparklez or chimneyswift11

Essentials plugin. Essentials protect, more specifically. You will need to read up on commands and other stuff. Towny is a plugin for purchasable 16 block areas. Protected also.
