Is there a laptop that is around $450- $500 that can run most modern games such as Garrys mod on steam or GTA 4 on steam or Battlefield 3 and also minecraft on high settings also sometimes video record most steam games and minecraft without much fps drop and if not what are the requirments for what i want to do on the computer

GMOD, CSS, L4D, COD4/5, Halot2/3 and other games of this caliber are playable on even a $300 - $400 laptop, but there will be some few limitations… And why spend $1200 on something that will be $300 in 2 years?
i hate laptops, i tend to get desktops since they are cheaper and more powerful, but laptops can do very well especially that nowdays everything is becoming cheaper real fast when it comes to electronics.
jus make sure it has a good external GPU (yes laptops do have those) and atleast 2GB RAM, maybe 3 would be better. Core 2 duo at 2.5GHz might not do, so get an i3. More than enough power there
but if you do want to play BF4 smoothly and without laggs then you might need to spend atleast $600-$800
just ask a friend or a colleague or even an engineer who would know about these stuff, don't ask retailers as they just tend to try to sell their stuff and that is all.
